NLB maintenance in all zones

Between September 6, 2022 and September 8, 2022, we are going to proceed with an upgrade of the backend services supporting our Network Load Balancer offering.

Each customer NLB will go through a migration process. During this process:

* NLB will have a status of `migrating` during the operation and a status of `migrated` for a brief period before returning to the `running` state.

* Traffic will continue to be served

* Established connections will be cut at the time of the transition. This impacts TLS connections as well as session-based services where connection state is not shared across servers.

* Health-checks may switch between success and failure for a few seconds, without impacting service traffic.
